Architecture studios Herzog & de Meuron and Curtis + Ginsberg Architects have released designs for a residential skyscraper in Downtown Manhattan that will contain “100 per cent affordable” apartments and a recreation centre.

The Hudson Mosaic was designed for a public lot owned by the Department of Environmental Protection (DEP) in the Hudson Square neighbourhood in Manhattan.

Herzog & de Meuron, in collaboration with Curtis + Ginsberg Architects, took cues from the surrounding “historic architecture of the West Village” for the building’s design, which features a “trapizodial” brick tower made up of cubic window units.

It will be 35 storeys tall.

The project is a partnership between public entities, the New York City Department of Housing Preservation & Development (HPD), Department of Parks & Recreation (NYC Parks) and the DEP; and will be developed by Camber Property Group, Services for the UnderServed (S:US), and Essence Development.

According to NYC deputy mayor for Housing, Economic Development, and Workforce Adolfo Carrión Jr, it is the “first-ever” combination of affordable housing and recreation in the city.

“This first-ever combination of affordable housing with a recreation center offers a model of what innovative housing solutions with community input should look like,” said Carrión Jr.

The tower sits upon a multi-storey base, with renders depicting the recreation spaces on the lower floors and an open-air plaza on the sixth storey.

It will contain “nearly 280” units of affordable housing, according to the team, with at least 15 per cent dedicated towards transitional housing for New Yorkers.

The recreation centre will contain a six-lane pool, basketball court, an indoor walking/running track, cardio and strength rooms, a media lab, and flexible multipurpose rooms.

Other building programming includes in-building laundry, a children’s playroom and social services provided by S:US.

The residential portion of the building is pursuing Passive House certification standards, while the recreation centre was designed to meet LEED Gold.

To achieve this, the building will integrate all-electric amenities, rooftop solar panels, backup power systems, and green roofs.

According to the team, the project’s next steps are to obtain necessary public approvals for the project and secure financing before construction can begin.

Once completed, the apartments will be available through New York City’s housing lottery system for single adults to families with low to moderate income.

“The selection of a developer moves this project closer to reality and represents an important opportunity to deliver 100 per cent affordable housing that responds to the needs of our community,” said Community Board 2 chair Valerie De La Rosa.

“Beyond being the first City-led development that co-locates affordable housing with an NYC Parks recreation center, this project is an excellent showcase for how publicly subsidised housing can be planned and designed to the highest level of design excellence,” said the team.

Herzog & de Meuron and PBDW Architects recently converted Marcel Breuer’s brutalist 945 Madison Avenue building into a headquarters for Sotheby’s and completed the Calder Gardens art institution in Philadelphia.
